Heritage Project

Hebden Bridge Picture House is a much-loved, 100+ year-old Grade II listed cinema, one of the few of its kind still run for its community. We are at the early stages of developing plans to restore, improve and future-proof the building, and we are applying to the National Lottery Heritage Fund to help make this possible.

What is the purpose of the project?
The project would conserve and repair our precious Picture House, addressing major challenges of condition, energy sustainability and long-term viability through the creation of new spaces for activity, participation and a more diverse range of programmes.

How will the project benefit the local community?
If successful, the project will address essential repairs of a heritage building, improve facilities, and help ensure Hebden Bridge Picture House continues as a vibrant community asset for generations to come.

Is Hebden Bridge Picture House at risk of closure?
No. Hebden Bridge Picture House is not at immediate risk of closure. However, a recent building survey showed urgent repair needs, and the changing cinema industry makes it important we plan ahead. This project is about future-proofing the cinema, so it remains strong and sustainable for years to come.

What is the timeline for the project?
We are in the early planning stage. Our Expression of Interest to the National Lottery Heritage Fund has been approved, and we are now preparing a Development Application, if approved a development phase will follow which will include further consultation, a review of governance, business and legal planning, and detailed design and planning work. This will enable detailed proposals to be prepared for a Delivery Application. The final decision on the project will be made by HRTC Full Council.

Will Hebden Bridge Picture House remain open during the work?
It’s too early to say for certain, but our intention would be to remain open as much as possible during any future construction.

How will the project preserve the historic character of the building?
Protecting the Grade II listed heritage of the building is central to the project. Heritage specialists will ensure any works respect and enhance its historic features.

HERITAGE AND CONSERVATION

How will you protect the building’s listed status?
Heritage specialists will guide the project, ensuring all work complies with conservation requirements.

How will you celebrate the cinema’s heritage?
If funding is secured, a significant part of the project will focus on telling the story of Hebden Bridge Picture House through events, displays and learning opportunities.

HOW WE GOT HERE

Why is this project bigger than just adding a second screen?
In 2023, we consulted the community about adding a second screen. During this process, a building survey highlighted major repair needs and accessibility issues. It became clear that a more ambitious project was required – one that addressed repairs, improved access, and celebrated the building’s heritage.

What role does the National Lottery Heritage Fund play?
Because the scale of work is greater than originally planned, we are seeking support from the National Lottery Heritage Fund to help fund the project.

ACCESSIBILTY

What kinds of improvements might be made for accessibility?
We know accessibility is a priority for our community. At this stage, options such as installing a lift, and improved facilities are being considered, but nothing has been finalised.

SECOND SCREEN

Is a second screen still part of the plans?
Yes. A second screen is still being considered, but now as part of a wider project that also addresses repairs, accessibility and heritage improvements.

Will Hebden Bridge Picture House become a multiplex?
Absolutely not. The character and heritage of the cinema will remain central. A second screen would add flexibility and sustainability, not turn us into a multiplex.

Will more blockbusters mean fewer independent or international films?
No. Having two screens would actually increase our ability to show a wider variety of films – from independent and international cinema to event screenings and popular titles.

Will indie and art house films only be shown in the smaller screen?
We are committed to ensuring all films, including independents and world cinema, are given time in the main auditorium as well as the second screen.

COSTS AND FUNDING

What is the estimated cost of the project?
The current estimated cost based on initial surveys is £3.2m. Further surveys and feasibility studies will be undertaken and costs refined, throughout the Development Phase.

How is the project being funded?
An application is being made to the National Lottery Heritage Fund for 80% of the costs. The remainder of the match funding would need to be raised by the Town Council, and there are a number of ways to do this. If the Development Application is approved, this would cover the costs of a specialist fundraiser.

DESIGN AND FEATURES

What new features might Hebden Bridge Picture House have?
It’s too early to confirm, but possibilities include a second screen, more accessible foyer and kiosk spaces, and improved facilities. Community feedback will help shape priorities.

Will historic features be preserved?
Yes. Conservation of the Grade II listed building is at the heart of the project.

ENVIRONMENTAL AND SUSTAINABILITY CONCERNS

Are you looking at making the building greener
Yes. We are exploring ways to improve energy efficiency and reduce the cinema’s environmental impact, though specific measures will depend on funding and feasibility.

COMMUNITY INVOLVEMENT

How can the community have their say?
By completing surveys, attending engagement events, and sharing views with us. Your feedback will directly influence what happens next.

Why is my input important now?
Community support is essential for our funding application. We need to show the project is wanted and reflects local needs and aspirations.

OPERATIONS AND PROGRAMMING

Will programming change?
Potentially, yes. A second screen would create more flexibility to offer a wider variety of films and events while keeping the main auditorium’s much-loved programme.

Will community events still continue?
Yes. Hebden Bridge Picture House will continue to host film festivals, community events and occasional private hires. We hope improved facilities will make these even better.
